POSITION: Financial Specialist II

Position Summary

The Financial Specialist will support the organization's financial operations, with an emphasis on monitoring program budgets, grant-related tracking, and financial reporting. This role assists in aligning fiscal practices with compliance standards and the strategic direction of the organization, particularly for educational programs such as the substance use disorder counselor training initiative.

Key Responsibilities

Grant Compliance:

  • Assist with the monitoring of compliance for federal, state, and local grants.
  • Track grant expenditures and assist in preparing financial summaries for reporting.
  • Help maintain internal documentation and support funder audits or reviews.

Revenue Cycle & Reimbursement Management:

  • Support revenue tracking from various streams, including reimbursements and grant allocations.
  • Coordinate with billing staff to ensure timely submissions and accurate records.
  • Review financial logs to help identify potential gaps or opportunities for improvement.

Programmatic Budgeting:

  • Assist in developing and maintaining program budgets.
  • Prepare standard budget variance reports for leadership review.
  • Administer and track grant incentive funding received through the Healthcare Apprenticeship Consortium for counselor apprenticeship programs.
  • Coordinate financial operations for full-time apprentice employment, including salary disbursement, benefit allocation, and academic tuition support tracking.
  • Ensure consistency between budget projections and actual expenditures.
  • Contribute to budget development and expenditure tracking specifically for training programs developed under the MOU with the University of Washington.
  • Monitor budget performance and outcomes for educational initiatives funded by the HCA and Pierce County.
  • Collaborate with program managers to align budget plans with state grant milestones and counselor training objectives.
  • Track and allocate funding related to student internship and supervision support conducted under the MOU with the University of Washington.
  • Assist in planning financial resources tied to intern placement, supervision hours, and faculty coordination.

Regulatory Compliance & Cost Control:

  • Track changes in Medicaid, Medicare, and insurance reimbursement policies.
  • Help ensure documentation and reporting align with HIPAA and healthcare finance regulations.

Data Analytics & System Support:

  • Use Excel and financial reporting tools to generate basic dashboards.
  • Assist with data entry, reconciliation, and review of finance system outputs.
  • Support the integration of financial data across platforms for compliance tracking.
  • Use SQL and Python to assist with basic data validation, reporting automation, and visualization tasks.
  • Support data analysis related to behavioral health workforce surveys and financial metrics for state reporting.
  • Assist in aggregating and analyzing data from Washington State’s DBHR and survey reports to inform program strategy.
  • Prepare outcome-based financial reports that demonstrate impact of counselor training programs and institutional collaboration.
  • Prepare data summaries and reports related to internship participation, supervision costs, and academic coordination metrics.
  • Collaborate with program leads to align internship financial tracking with university partnership requirements.
  • Analyze financial performance of SUD apprentice programs including payroll, grant utilization, and cost-effectiveness.
  • Maintain documentation of employer obligations under apprenticeship grant guidelines, including trainee support metrics and outcome tracking.

Financial Auditing & Reporting:

  • Assist with document preparation for internal and external audits.
  • Generate preliminary financial reports under the direction of the Operations Director.
  • Maintain organized records to support audit readiness.
  • Prepare documentation for program-specific audits including those required under MOU accountability structures.
  • Assist with compiling financial evidence for external program evaluations tied to state-funded workforce initiatives.

Required Qualifications:

  • Bachelor’s degree in Finance, Accounting, or related field.
  • 1–3 years of experience in financial or administrative roles in nonprofit or healthcare settings.
  • Strong Microsoft Excel skills and basic knowledge of financial systems.
  • Excellent communication, organization, and time management skills.
  • Experience using SQL and/or Python for basic data analysis or reporting is a plus.)

    • $36.00 ~ $40.00, Based on experience and qualifications
